Windows 10: Why is my background type changed on right click?

My background type is switched between solid and picture on right click and i have no idea why. I recorded video and put it on onedrive:https://1drv.ms/v/s!Ail4eO3XK_TkqXnPubRZUfmT0YhR?e=H8nxVjAfter right click it takes about 10 second to take effect, and when i refreshF5 or hover over icon, background is changed.Personalization setting window does not need to be open, however when it is it takes 10%CPU explorer.exe process on any all personalization tabs, it is around one core. Other settings windows work fine system settings is under 1% cpu. It is like that maybe for 2-3 months.Any clu

• Have you made any changes on the computer prior to the issue?
• Are you referring to desktop background image or lock screen image?

I suggest you to follow the below steps to change the background picture and check if it helps.

• In the search type as ‘Settings’ and click on it.
• Select ‘Personalization’, under ‘Background’ option select as ‘Picture’.
• Under ‘Choose your picture’ select any picture accordingly or you can browse the picture from your computer.

Hi,

To change the desktop background into a solid color, see the steps below:

• Right-click on the desktop, and select Personalize.
• Under Personalization, select Background.
• On the right pane, click on the drop-down menu for Background, and then select
  Solid color.
• Choose your preferred color and it should immediately make changes.
