Windows 10: Why is my brand new laptop stuck in a loop on the "Setup Microsoft Account" step?

The laptop is a Samsung Galaxy Book 4. We my wife and I are trying to work through the Windows 11 setup process and have got through the steps leading up to "Setup Microsoft Account". We have set up a user name and password, but get the error message "Oops, something went wrong". We've been through endless re-tries of the setup procedure after power off and on again, but without success and keep getting stuck at this step. We have tried the password change process, and received a verification email on a separate device, so the laptop is at least working over the internet. Any suggestio

OOBE Loop. Cannot create account during setup of new ASUS laptop.

Recently received a new, never used ASUS ZenBook 14 (ASUS UX433F) and am trying to get it setup for an employee. I'm getting stuck in a loop and not able to create an account, either via Microsoft sign in or via a local account. Here's what I'm seeing:

• When going through the OOBE, I get to the Sign in with Microsoft screen. I sign in (and have verified the username and password several times) and get a message "Oops, something went wrong. We can't add your Microsoft account to this device right now, but it's okay. We'll help you setup, and you can sign in later in settings.
  
  I've tried being connected both wirelessly and via ethernet.
• I've tried the local option. When connected via ethernet, I add username, password and security questions, then, after a moment, get "Something went wrong." and am back at the "Who's going to use this PC?" screen.
• When trying the local option NOT connected via ethernet, I add username, password and security questions, then, after a moment, get "Something went wrong." and get OOBELOCAL error.

It seems that no matter what I try, I can't get Windows setup on the new machine.

Any suggestions would be greatly appreciated!

It depends on what you are wanting this for.

Windows requires you to have either a local account or Microsoft account on the PC to be able to sign in and use Windows 10.

If you wanted to set this up without an account so whoever gets the PC can finish setting up Windows 10 with their own account, then you could do the tip under step 17 in the tutorial below for this.

If you just wanted to set up a local account instead of Microsoft account on the PC, then you could use step 24 in the tutorial below when you reach step 22.
