Windows 10: why is my caps lock blinking 5 long times then 3 short times? and how do i take the BIOS...

I looked on youtube and found out how to take the battery out, but when I put it back in nothing changed. I'm still getting 5 long blinks and 3 short blinks. I don't know where the Bios system battery or whatever is located in order to take it out. Something I read said there was something dealing with the BIOS that was removable and would reset this as well. The HP I'm referring to is HP model #RTL8821ce.

This is likely to be one of those where, as I don't know what you've already tried, I'll have spent time suggesting what you have tried.

That's why I asked for a clear list of what you have tried.

Do you see this when you toggle caps lock?

 

Long Loading Time for Lock Screen

I've tried all of the steps that you've given me. Unfortunately, none of them made a difference except for the clean boot step. It didn't completely solve the problem, however I did notice a
slightly faster load time for the lock screen. However, it still takes an unusually long time to load it. Any other suggestions?

Short vs long time settings

I have Short Time set to HH:mm and Long Time set to HH:mm:ss. I want the long time to appear on my desktop but short time is what actually appears with my Windows 10. Is there any way to force the long time to appear or disable the short time for what
I want?
