Can't clip or do a screen grab!

I have a common problem: every time I try to do a screen grab or clip, It FAILS!
After some research, it boils down to some settings in 'Services, particularly 'Data Sharing Services' & 'Delivery Optimization'. It is not just a one-time fix. It is every time. I can do 10 clips in a row and every time I have to go into services and start 'Delivery Optimization' and not just restart, but STOP 'Data Sharing Service' and THEN start it again.

Also, it would seem that M$ is demanding their $ because you can no longer talk directly to them without being a paid member of 365. I don't use or care about 365 and I refuse to pay for something I'll never use. If they are looking for ways to get rid of me as a customer after 30+ years, this is a good one to do it with.

Thank you for your suggestions Hahn, I have tried to do the items you have suggested and in the end, they did not help. The problem is VERY inconsistent. Most days I have to reset or start the two items in the ' Services' window. So I am assuming that Windows isn't capable of remembering how these items are supposed to be set.

Once in a while, I get a pleasant surprize and the 'Clip' function actually works as expected W/O haveing to manipulate the Services.
