Why is my CPU constantly running between 70% and 100% after updating Windows 10

To Anyone with Insight,I purchased a copy of Microsoft Windows 10 with Office 2019 located on a USB drive from an ex-girlfriend turned politician roughly 5 years ago.I noticed that when I re-image my HDD with the image from the USB, my system seems to work fine until I activate Windows Update. Somewhere in between one of the countless updates, my system begins to seemingly overclock on the regular. My CPU usage seems to constantly clock between 70% and 100% and has fried my last machine. I have tried researching reasons as to why this is, but I haven't been able to find any concrete answers

    :)

    CPU constantly at 100%

Being as stubborn as I am for Windows 7, I waited until the last possible second to upgrade to Windows 10. Now that I've upgraded, my CPU is constantly at or near 100% mainly by two processes listed as System and System Interrupts, both running 20-30% each. I looked around and most people say these shouldn't be more than 5-10%.

Before you start suggesting the obvious like checking for updates, flashing BIOS, upgrading drivers, editing Registry, using Process Explorer, going into device manager, checking background apps, using the built in troubleshooters, formatting, erasing previous Win installations, etc. Let me just say, that I've tried all of those and none of them seemed to work. I can get the CPU down to about 50-60% but that still seems like quite a lot for a freshly booted up PC just sitting on standby.

At this point, I'm looking for any suggestions at all. My best guess is that maybe my laptops just too old? I've had it for close to 5-6 years or so and I never replaced any of the parts, so it may just be that it's just getting harder to run modern OS? I don't know. If there's any other options, I'd love to hear them before I start looking into replacements.

CPU constantly at 100% in task manager

So you didn't understand. Change the active plan to some other plan and change max/ min processor state values (not CPU) to something other than min %100 and max %100

    Just as a test.

If that has no effect then I don't have other suggestions.

    Windows 10 CPU Usage 100%

    Hi!

I have been having problems with my CPU usage. It's always 100%, but nothing is running in the background. When I open Task Manager, the percentages jump up and down really weirdly. Once there is Task Manager using 70% of CPU, one second later it goes back
down... Then comes like Discord on the top with again 50% CPU usage and again sec later it jumps back down... like It's constantly doing this with different programs like: System, System Interrupts, Chrome, Desktop Windows Manager...
