Windows 10: Why is my default time zone wrong?

My region is already set to the Philippines based on my settings but when turning on the Set time zone automatically it sets it to the time zone of berlin.

"Set time zone automatically" sets to the wrong time zone, and swaps throughout the day

I did these steps and upon turning on "set time zone automatically" it still sets the wrong time zone.

Try the classic “Date and Time” applet in the classic Control Panel as a workaround.

You can launch it via Control Panel or run timedate.cpl via the Run dialog.
