Windows 10: Why is my factory reset not loading windows past 64%?

So after performing a factory reset on my PC with windows 10. The reset has stopped loading windows. It restarts then goes to the blue screen for less than a second and says windows is loaded at 64% then immediately restarts. It has been doing this for about 5 hours at 64% loaded and isn't making any more progress.

Use the paste you brought. Also I would have suggest artic x4 unless yours is better but yes use yours.

Actually check the temp with the factory standard factory paste first and list the temps

 

Windows 10 computer Factory reset stuck at 64%

I have this exact issue at the moment. The factory reset is stuck at 64% and no, the answer given wasn't very helpful AT ALL. The screen is still stuck at 64%, what's the next step i should take? Should i manually force the PC to shut down and start it back
up? Urgent, thanks.
