Windows 10: Why is my fps capped at 5?

My specs: Ryzen 5 5600H3050TI32GB DDR4This is a Lenovo IdeaPad Gaming and I replaced the RAM from 16 to 32Gb Around 2 years ago.For some reason whenever i play games on my laptop the FPS stays at exactly 5FPS and im not sure why, this is not just steam games, it is all of my games. Except Roblox for some odd reason, Roblox runs fine. this issue happened very recently sometime today.Things I have triedUpdating BIOSRe-installing Nvidia driversRestarting computerRunning a command prompt to check the integrity of my files

Fps is capped

Apparently there is a problem with my xbox app, for some odd reason my fps is capped at 60. I've turned off vsync in NVidia but I still get 60 fps. I searched on google to try to fix this problem but they all say to turn off gamedvr on xbox but I cant do
that because my xbox gamedvr settings look like this. I need help to remove the 60 fps cap. Thanks

I got a problem,my game have the fps capped at 60 in fullscreen mode and on windowed the fps are capped at 120

-Game bar is off,Disabled the full screen optimizaton,any v-sync in my game or driver is off

Please help

after the recent creators update ,most of the apps and games are capped at 60 fps ,tried every possible solution like disabling the gameDvr but the problem does not look like solving.
