Windows 10: Why is my framerate stuck at lower than 60 ?

Im not talking about the framerate in games, its just the whole PC. The animations in the settings run at a lower framerate, when I middle click to scroll down, you can tell its not at 60 fps. idk why this is happening and when I play games on roblox, even if the game has 0 assets I'm getting 20 fps, even youtube isn't at 60 fps anymore. i just wanna fix this Just to point out also, My framerate is not dropping. its just stuck at below 60Device name DESKTOP-JUMHNU3 Processor AMD Athlon 200GE with Radeon Vega Graphics 3.20 GHz Installed RAM 12.0 GB 9.93 GB usable System type 64-bit ope

Aaah, yes, you're definitely right that the performance depends on the developer: I was behind the times and thought that the framerate was still limited to 30 fps by the operating system/XNA framework. Turns out that the framerate can now be increased
up to 60 fps:

"The XNA Framework on Windows Phone OS 7.1 supports the native device refresh rate, up to 60 Hz. If you set the
PresentationParameters.PresentationInterval property to
PresentInterval.One, then the PresentInterval.One value is used, targeting the native device refresh rate."

I'll make sure to pass a message on to Half Brick... Hopefully they'll update their game to run at 60 fps soon!

Unstable framerate at boot on Windows 11

Hi,

Rig:

MB - Asus X670E+ wifi

CPU - AMD Ryz5 7600x

GPU - Asus Dual AMD Radeon XT 6700 OC

RAM - Crucial DDR5

Monitor - Samsung G5 Odyssey (144Hz, display port >1.2)

Vsync enabled

Problem statement:

sometimes, when the pc starts up, the framerate is extremely unstable (oscillating from 5 to 60 randomly); when I launch a game and then reboot the system, the framerate come back to normal (ie - 60+ fps on elden ring 1440p maximum settings). Then I proceed to normal computer usage until the next 'faulty reboot'.

What has been already done:

- updated all the drivers

- updated bios

- clean OS install

- GPU stress testing (ok when framerate stable, not ok when framerate unstable, not surprisingly)

Does someone have any ideas on how to fix the issue?

Your Phone stuck at 60%

This app is so incredibly vexing!

I have been attempting to connect my phone, a Samsung S10, using the app. Initially I followed the steps on my laptop - a HP Pavilion running Windows 10 - but got stuck at the 'Install the app using the text' screen. I received no text message to my phone
despite clicking resend message several times. Thus, I followed the manual download instructions by finding the app in the Play Store. However, the app doesn't actually give the option to open. Now the app on Windows simply sits at 60% telling me it has sent
a message.

I have entered settings on the app and tried to repair, then restore the app in Windows to hopefully restart the process from step one but alas when I reopen the app it asks what type of phone it is and then jumps to 60% again.

Please help.
