Windows 10: Why is my laptop saying Updates are underway do not turn off your computer. Restarting. On...

My laptop has been on a continuous loop resetting and showing me that same update screen. I even rebooted it and tried opening it in safe mode and it reset and did the same thing. What can I do to fix it?

I need help, my computer is stuck on Updates are underway, please don’t turn of the computer, and right after that it says restarting… then it restarts. It has been like this for hours how can I fix this? It’s like an endless loop. I have a Acer Aspire desktop

after restarting my laptop it shows updates are underway please keep your computer on without a percentage im still waiting for an hour already how to fix this, i just bought this laptop 3 days ago

My sons Asus Zenbook Flip has for over 4 hrs been showing the black Asus in search of incredible loading screen with the messages Restarting, Updates are underway. Do not turn off computer . I've seen 35% flash on the screen but it's obviously stuck in a fault loop. I have no access to windows desktop menu as the boot up screen just keeps restarting . I've tried to power down and restart but it just picks up at the same loop.

How can I overcome this and get the laptop back operational again ?
