Windows 10: Why is my mouse going off screen in Fullscreen apps when Alt+Tabing/open any other apps,...

I noticed this problem like a month ago, when I originally launch my computer, everything works fine. But when I open up a second application, my mouse proceeds to go off screen/not locking into the game/application I'm trying to use. My curser still exists behind my Fullscreen applications, and if not behind, in front of my Fullscreen apps. If I'm in a game, and I look to the top right corner of my screen, the application will close. The best way to describe it is like, my computer believes that my cursor is locked into that screen/window, but in reality, its moving around freely behind that

Apps won't go in fullscreen unless I go with my mouse on them on the taskbar

Ok, let's make an example. English is not my main language, so probably I didn't explain myself well.

.......................-----------.......................... this is my taskbar. ........... are the other apps, ------- is the app I want to have in fullscreen.

After I press alt+enter I have to go with my mouse on ---------, if not the app will reverse back to its previous resolution.

i have fullscreen movies playing at the same time all the time - but his point was that in order to change the mouse focus, you pretty much have to minimise both, then bring up the app second monitor, do what you wanted to do-then bring up the app on the main monitor.

multi-monitor doesnt play nice, since there is no way to get the focus off the fullscreen app on the primary monitor, WITHOUT minimising it

(media remote works well for the movies, however)

What? I have multi-monitor on and it works like two seperate desktops. I can maximise a window on one, the other, both, neither, anything goes. If your game can run in a full screen window you can run two games. One on each screen. I can control the brightness/contrast/color seperatly for each monitor from within CCC. Am I missing something?
