Windows 10: Why is my pc having issues with task bar until I reset

Hello, Ive tried to do anything I can by myself to fix issues Im running into on my pc including formatting my pc and reinstalling windows 10 via cloud but still having the same issues. I’ve slowly narrowed down what causes it but I can’t get the root of the issue. I’ve noticed from time to time my pc search will stop working and the Xbox app will not load sometimes the task bar will freeze. A reset always fixes the issue but windows trouble shooter doesn’t help. I noticed it happens without fail every time I disconnect and reconnect my wifi. I’m not sure what relationship the wifi has with th

Cannot modify Task Bar settings

• Right click on the Task Bar.
• Uncheck the option " Lock the Taskbar."
