Windows 10: Why is my pc updated to 23H2 but no copilot or chat is available yet?

As I said, I have already updated to 23H2 but the copilot or the chat is not available in my device. I have tried hard to find it, but it seems that the update just didn't had any files for the same I've even the Registry Editor to check if the file even exists. I live in India, so is it that these are not available in my country. As many websites claim that it is only available to select few countries in Asia, but none mention any specific names.

I had Copilot Preview before Updating 23H2

I restarted my Laptop and a new I icon appeared (Preview Copilot) and I was sure that I didn't download it, I then used the tool to as bing AI about it and it says this Copilot should come with 23H2 update, I currently have 22H2 update and last update was like 10 days ago.

How it was installed before Upgrading to 23H2?!

I updated to 23H2 i got copilot on edge but no on my taskbar i tried everything it doesn't show up on my taskbar and on settings even on regedit and gpedit.msc
