Windows 10: why is my pointer changing to Text select cursor?

I have the standard cursor which flashes, if I put my finger on the touchpad and hover over anywhere it changes from either being an arrow pointer, or flashing cursor to something else not sure if it is called Text Select; it is an outline of a T on top and bottom. What is this, how do I get rid of it?

I know you're experiencing with the Text cursor indicator on Windows 11. Here are a few steps you can try to turn it off:

6. Restart your computer: After making these changes, restart your computer to apply the settings.
   

If the Text cursor indicator is still not turning off, there may be a glitch or a different setting interfering with it. In that case, you can try the following additional troubleshooting steps:

1. Update your Windows 11: Make sure your operating system is up to date by installing any available updates. Microsoft often releases updates to address issues and improve system stability.
   
2. Check for driver updates: Outdated or incompatible drivers can sometimes cause issues. Visit the website of your computer manufacturer or the device manufacturer to download and install the latest drivers for your hardware.

My mouse pointer or cursor regresses to an old version

The install of Windows 7 I used was from Lenovo. It had a cursor with a little whirlwind at the tip of the cursor; it used this for Precision Select (not being able to see the precision) and for Text Select pointer (Items 5 and 6 on the customize pointer
list). Very annoying.

I obviously changed those options, but it would still randomly occur while using Windows; not even sure if it always was Text Select or Precision Select.

I was sure that the upgrade to Windows 10 would fix this. Alas, it didn't.

Can anybody help?

(I put pointers on default, etc. non seem to have helped).

vb.net select text from active cursor point in different window

hello all - working on a dictation application and looking for some guidance as far as selecting text from a cursor point in a window outside of the applications form. I'll clarify a bit: The application types at the current cursor point using sendkeys() as you speak.. and I'm trying to handle commands such as "select word" which should select the word to the right of the current cursor point. I know how to handle selecting text within an application, but am looking to be pointed in the right direction for information on selecting text from say microsoft word etc. but keep in mind the goal for the application is to be universal for use within any EMR, word processor, web browser etc.
