Windows 10: why is the scroll bar hidden even when you unmark it? what a stupid idea.

the scroll bar is hidden where as even when you uncheck it in ease of access,its still invisible on most apps. why did they do that and how did they exspect for one to be abl to scroll if they wasting valuable time trying to find the scroll bar ?.what a very stupid idea.im not a criticle guy but this one ?.

TPU review scroll bar

I was wondering if there was any specific reason the buttons to scroll down the list of reviews was stuck in the bottom left-hand corner? Whenever I want to read reviews, I always have to move my cursor and aim it at a small arrow that scrolls the reviews... I'd suggest that instead of making the arrows small and in a corner, it would be better placed to the sides of the review bar.

How do I make the scroll bar remain on. It's stays on in all other applications, but that stupid Windows 10 mail!!! I hate 10.
