Windows 10: Why is the speed of the cpu limited

This is how it is when I turn on my laptop

And when I close it or the screen is turned off the cpu is limited to 35%

Speed limit wrong.

The speed limit is listed at 55 in Ohio on I-77 between Portage Rd. and just north of Fulton Rd. It changed to 65 several years ago.

 

Speed Limit Confusion Between mph and kph

I've reinstalled both the maps and software and the problem persists.



To explain the problem a different way. When travelling along a road with a speed limit of 70 miles per hour I am constantly being told I am exceeding the speed limit because Maps thinks the limit is 45 miles per hour which is the same as 70 kilometres per
hour. In metric mode, the actual speed should be 110 kilometres per hour but I get warnings constantly at this speed because Maps thinks the limit is 70 kilometres per hour. Therefore the speed limit information appears to be numerically correct it is just
the units that are wrong.



Has anyone else experienced this problem? Any suggestions for fixing it?
