Windows 10: Why is there 2 accounts on my computer, and how do I remove the other?

There's two actual user accounts on my computer, both with admin, but my main account, the one I use with my desktop, and everything stored on it is apparently a "local account" while the other one is not. I only want one account on this computer, and when I go to accounts to delete the other one that I never use, it says I can only block it, whereas when I logon to the other account and go to my main account, it gives me the option to delete it, as oppose to blocking it.

Is this second account that I never use somehow the main account on this computer, or something like that? And if so, how do I make the account I always use the main account on the computer?

Also, when I go to login to Microsoft on this computers settings, it says another account has already logged into that account, so I'm not sure about that. Any help would be appreciated. Thanks

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

Method 1: Safe Mode.

I suggest you to restart your computer in Safe Mode and check if the issue persist.

To start your system in safe mode follow the below steps:

• 
  Press and hold Shift key and
  restart your Computer.
  
• 
  Select Troubleshoot.
  
• 
  Select Advance Option.
  
• 
  Select Startup Repair.
  
• 
  Follow the on Screen instruction.

Note: Applies to Windows 10 also.

If issue persist, I suggest you to refer method 2.

Method 2:

I suggest you to login from your Microsoft account and try to remove the local account.

To remove the local account, please follow the steps below:

• 
  Press Windows + R key.
  
• 
  On the pop up window type netplwiz and hit enter.
  
• 
  From the pop up window select the account you want to remove.
  
• 
  Hit remove.

Random account appeared on login to my computer

I suggest you to try the below steps to remove the user account from your computer.

• 
  Login to your computer through administrator account.
  
• 
  Press Windows key + r and type
  netplwiz, hit Enter.
  
• 
  Select the user account, you want to remove.
  
• 
  Click on the Remove button.
