Windows 10: why is there is no "background apps permissions" settings on my computer?

Xbox Game Bar wont allow my party chat to run in the background while im playing games, only while i have the window open. It even says "Background App permissions is disabled in the settings". But when I go to the settings to enable it, there is no setting anywhere within the app page to enable it at all. My Windows11 is fully updated and I have reset all the apps that correlate to anything having to do with Xbox. Please help me figure out why I cant enable Background App permissions on my PC

We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

It worked last time (maybe a year ago on PC) but not today sadly (on laptop).

To manage background apps in Windows 10, you can follow these steps:

• Go to Start menu and select Settings.
• Click on Privacy on the Settings window.
• Scroll down to the bottom of the list and select Background apps.
• You’ll see a list of apps that have permission to run in the background with an
  On/Off toggle.
