Windows 10: Why is there no way to terminate MsMpEng.exe?

I have tried numerous methods to terminate MsMpEng.exe, which is using more memory than any other process.This process cannot be terminated in the typical way, because the owner is SYSTEM - a user the supersedes Administrator in terms of permission.Enabling "Turn off Windows Defender Antivirus" does not work - this reverts to "Not configured" after restart.Clearly someone has thought this out and made it impossible to terminate this process. My question is: Why? Why prevent Administrators for having authority over their computer?

To enable Touch Keyboard and Handwriting Panel Service, follow these steps:

1. Press Win+R in combination to open the Run dialog box.
2. In the empty field of the box, type Services.msc and hit the Enter key to open the Services (Local) editor.
3. locate Touch Keyboard and Handwriting Panel Service entry under Name section.
4. Now double click it
5. Change The Startup Type To Automatic If It Not Already
6. Then Click The Start Button Then Click Ok And Close The Window
7. Now Relaunch Windows Terminal Your Problem Should Now Be Fixed
