Windows 10: Why is Windows 11 always at high memory usage?

I'm running Windows 11 on an Asus laptop and the memory usage, even after restarting is always a 60-70%. When i start using apps like File Explorer, Edge or VScode the memory usage then jumps to about 80-90%. There is also a ton of background and other processes running. How do i fix this and are there processes that are safe to end?
