Windows 10: Why is Windows 11 blocking acrobat Reader and antivirus software downloads?

I am not able to download some software due to Windows 11 blocking downloads. What settings do I need to change to allow the downloads?

From what web site are you trying to download Acrobat Reader?

If that is the web site from which you have been attempting to download Acrobat Reader and installing with your antivirus temporarily disabled doesn't solve the problem, let me suggest that you instead download and install free Foxit Reader, which can read
PDF files and is much lighter on your system's resources than Acrobat Reader:

Downloading Acrobat Reader in Lumia 550 stopped, blocks all updates

I started installing Adobe Acrobat Reader in Lumia 550, but it stopped in "loading 7,30k/0,1M" situation. Pause and stop has no effect. Acrobat Reader is in app list, however disabled, and there is text "waiting" (actually "odottaa" in Finnish). I can't
remove this app by pressing it long time because install is not completed. Windows 10 mobile update or any other app updates don't start now. I suppose this Acrobat Reader problem blocks all updates. Could anyone tell me how to solve this problem?
