Windows 10: Why is Windows limiting my storage?

When I go to my storage settings it says that I can only use 382 Gigabytes for installed apps and for just about everything else even though I have 931 Gigabytes of storage on my drive and 548 Gigabytes free. How come?I was unable to upload an image since it kept failing to upload even when I tried multiple things.

"You've reached the storage limit on your phone. Go free...." How?

Just got a HTC Surround from ATT. Signed in to xbox live app, tried to do something and says" You've reached your storage limit." There is no place to go manage storage or delete anything. I get a similar message in other apps.

Any suggestions on how to do this?
