Windows 10: WHY IS WINDOWS TAKING TO LONG TO RESTART

is not when restarting is when I press the restart button it takes too long to restart and takes this is a rough estimatearound 3-4 minutes to start restarting but when it starts. it doesn't take as long the back story: I can't recall when this started happening but the time I actually started to realize it was when I was messing with the Microsoft store I had a problem with the downloading process as it wouldn't download anything it kept on loading so I run PowerShell put the code for deleting Microsoft store but never let it finish and now PowerShell also wouldn't work so I restart my PC

In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the Version and Build of Windows 10 currently installed? (Type
  winver in Windows search/Run command)
  
• What is the make and model of the PC?
  
• Are you aware of any changes on the PC prior to this issue?
  

Let us try few steps.

Step 1: Run DISM & SFC scan

We would also suggest you to run the DISM & SFC Scan tool to check if there is any windows file corruption causing this issue, refer this article:
System File Checker.

Step 2: Check in Clean boot status

Try booting your PC in clean boot. Refer to the article on How to perform
a clean boot in Windows

Note: Clean Boot starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program. Also, you may not be able to use some
programs in clean boot.

If performing a clean boot fixes the issue then, please refer to the section
How to determine what is causing the problem after you do a clean boot
to check which program is causing the issue.

Note: Please refer the section Reset the computer to start normally after clean boot troubleshooting
to boot the computer in to normal mode after troubleshooting.

Step 3: Disable Fast Startup

1. Press Windows + R key to open
   Run command.
   
2. Type control panel and click
   OK.
   
3. Now change the category to
   Small icons for View by.
   
4. Select Power options, click on Choose what power buttons do.
   
5. Click on Change settings that are now available.
   
6. Now uncheck the box that says
   Turn onfast start-up.
   
7. Then, save the changes.
