xeon e5 2689 running slow

I just bought a intel xeon e5 2689 and when i installed windows 10 pro, the computer starts very good but then the usage goes to 80- 100%, and if i open the administrator it says sistem interruption at 50 100%.

i use a m.2 western digital green nvme 480g
