Windows 10: Why my Bluetooth turn on by default every time I reboot my laptop

Why my Bluetooth turn on by default every time I reboot my laptop.I do not want windows to turn Bluetooth on until I do so.Below are my Laptop DetailsEdition Windows 11 Home Single Language Version 23H2 Installed on ‎30-‎09-‎2024 OS build 22631.4317 Experience Windows Feature Experience Pack 1000.22700.1041.0 Intel Core i3 12th Gen 1215U 16GB/256GB

I don't have any bluetooth devices but windows turned it on!!


Then if they are still on, try some of these steps listed below, Not all of these steps may not apply, but, step #2 and #4 should help. I have all 4 steps on myself.

1 Go to Device manager and DISABLE Bluetooth, Do Not remove!
2 Turn USB suspend off
3 Set Hard Drive or SSD to Never
4 Turn Link State Power Management off
Settings 2 thur 4 can be found in your Power Management Settings.
Then click on "Change settings that are currently unavailable"
Then Reboot your Computer. This does work, may come back if you shut OFF your computer,then turn it back on, if it does, just a reboot will turn it off again.

1. I have no bluetooth devices in devices manager.
2,3,4. they all turned off before.

reboot or shutdown doesn't solved it.
i have USB wireless Mouse/Keyborad. i plug it out and use PS/2 but nothing.
i used DISM to repair image.

i tried everything but its not make any changes and windows still showing Bluetooth turned on.
a few days ago it was not even showing Bluetooth in Action Center but i don't understand what happened, no devices added or changed in my PC, no software Installed or Uninstalled, not a single Settings Changed in Windows or BIOS!!!

 

Problem with Bluetooth failing each time after reboot


Since upgrading my ASUS Zenbook to Win 10 three weeks ago, I've been having trouble with bluetooth. Basically, every time I turn off the computer (log off), when I reboot I get just one driver showing up and a "code 43" error (under device manager) and none of the usual bluetooth drivers load properly (and the bluetooth icon does not appear in the bottom tray). If I then delete the drivers and re-boot, bluetooth is re-installed correctly and works fine, until the next time I have to reboot. It is consistent. I assume this is a software issue, not hardware problem. I'm working in Taiwan at the moment and took the laptop to an ASUS service center, but the technician clearly had no idea of what to do and suggested it was a hardware problem and offered to change some parts.

Extra info: I found that the update log did note an error (I can't find that now, so cannot state what it said but it was vague.) I have used two different mouses and it is not a problem of the mouse.

I've spent many hours on this, and am about to give up and simply revert to Win 8.1. This seems silly since Microsoft claimed the laptop was Win 10 compliant, and I think ASUS claims as much too. If anyone has any suggestions, I would much appreciate it.
