Windows 10: Why my laptop keeps restarting after factory reset

So wanted to do a factory reset. everything was fine until final loading the one with blue screen. because everytime when its reaching 80% laptop is restarting and starts the loading with 65% its like a loop. Even when i turn my laptop off it still happens.

Acer laptop keeps restarting after factory reset

It won't go into A.R.E. I've tried doing that but it keeps going back to restarting over and over again while stuck finishing the factory reset
