Windows 10: Why my pc starts to have high cpu usage when I have no action for 4 or 5 minutes?

Hi,I encountered an issue that when I absolutely have no action for 4 or 5 minutes, the cpu usage will go high all of a sudden. The computer fan will also run continuously and make loud noise. But when I move the mouse or press any key on the keyboard at random, this situation will disappear. Btw the sleep mode was set to Never mode.Please tell me how to solve this.Many Thanks!

CPU high usage at start up

To fix high CPU usage issue, please refer these steps:

Try to identify the process creating this issue.

Download Process Explorer from Microsoft:

Process Explorer - Windows Sysinternals

Run the tool then select the system process, right-click and select Properties.

Switch to the Threads tab. This will show which file is using the excessive CPU usage, from which you can then attempt to diagnose it.

High CPU Usage Problem

SvcHost.exe is a system process that hosts multiple Windows services in Windows Operating Systems. If there are multiple instances of svchost.exe in Task Manager, it could be that there are multiple third-party applications that are running in the background
services.

As a first troubleshooting step, we suggest that you boot your device in Safe Mode and see if you are still getting a high CPU usage. You may follow the steps here on this

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then if necessary continue with the other steps to go over your install most thoroughly.

3) Update your drivers and BIOS/UEFI firmware from PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start button. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page.

4) If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now.
