Windows 10: Why my task manager still 100% even for a long time?

This is idle but idk why this is happen again? Also this is on balanced power. But I always on power saver to prevent cpu overheating.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.

Start your laptop and let it settle down for a couple of minutes

Open Task Manager (Ctrl + Shift + Esc)

Leave that open to monitor your PC

Click on the column header that is at 100% so the arrow faces down

What are the top 5 processes listed at that time

 

CPU constantly at 100% in task manager

That is exactly what I did previously. I tried setting max to 80% to test and task managers cpu displays constant 80% instead of 100% on the performance tab and 80% above the cpu column in the users tab. Sadly it has no effect but thank you for the suggestion.
