Windows 10: Why resetting my pc wont complete?

I did a hard reset meaning the one where it deletes everything. After an hour or so, it showed me this message "The computer restarted unexpectedly or encountered an unexpected error."I was able to edit reg values via CMD but, I'm not sure if its going to come back again in different PC's.Why my question is" WHY IS IT HAPPENING TO MY NEW HP DESKTOP"?

PC shut down, wont turn back on

The fan twitch is it powering up and then the psu is noteing a short and cutting out hence why it wont do it again straight after until it's reset, something is blown or shorted out so you need to do as someone suggested and split the pc out then, on a table build the minimum up as he said and step by step see what's happening.

 

Windows Updated(16299.309).KB4088776 Restart is required to complete.

Hi dalchina. Good news, I followed your suggestion and reinstalled the update and now it appears as "installed correctly" *Biggrin Maybe it was not necessary to run the Windows Update Troubleshooter or maybe if necessary. But using it I do not think it could have worsened something. The installation was very fast, unlike the first time it showed step 1 and step 2 completed.

Step 1: I suggest you to try the below if not yet tried:

• Open the Task manager. Here’s a tip: Press
  CTRL+Shift+ESC.
• Click File > Run New Task.
• Make sure you have a check mark beside “Create this task with administrative privileges”.
• Type CMD.
• Type the following commands at the CMD prompt:

6. Close the CMD window.

Check to see if the issue is resolved.

Step 2: I suggest you to create a test user account on your computer and check if the issue persists on that account.

This will let us know if your current user account is corrupted.

Follow:

• 
  Press Windows + X keys from the keyboard, click on
  Control Panel.

  Select User Accounts, click on
  Manage another account.
  
• 
  Select Add a new user in PC settings, click on
  Add someone else to this PC and follow onscreen instructions.
