Windows 10: Why store download speeds go up and down

Sometimes I get as high as 70Mb/s, but a couple of seconds later it falls to 5-10Mb/s and stays that way. Nothing wrong with my internet connection. Have tried the methods listed in another similar thread from 4 years ago but they did not help. Sometimes it even stops totally even when the connection is fine. I don't think it is writing to the disk during this time as the task manager shows zero percent on both disk and net usage. Everything other than stuff running off svc network service goes very fast. But this and windows update are stuck with either bad speeds or nothing at all.

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Why is Windows Store's download speed so slow?
• And also all by Jane La in the below: Microsoft Store Very Low Download Speeds

Some users have reported that they're experiencing some computer issues after installing KB4074588. In this case, we suggest uninstalling the said update by following the steps below:

• Press Windows key + i to open Settings, then select
  Update & security.
• Click Update history.
• Under Update history, click Uninstall updates.
• Highlight KB4074588, then click Uninstall (beside Organize).

Slow Download Speed

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.
