Windows 10: why won't group policy editor open on standalone Windows 10 pro computer?

My home standalone PC is up-to-date running Windows 10 PRO. The fix to an issue requires a change in the Group Policy Editor, however, when I try to open GPE I get the message "To manage Group Policy you must log on to the computer with a domain user account. I am not part of a domain and never connect to one. I think this changed with the KB4571756 update, but I'm not certain.

Group Policy Editor in Windows is a tool to help you manage policy settings. Here's how you can access the Local Group Policy Editor:

• Press Win+R to open Run.
• Type gpedit.msc, and then click OK.

You can change Group Policies by opening Group Policy Editor first. You can open it by following these steps:

• Log in an administrator account. If you are already logged in as an administrator, proceed to step 2.
  
• Press Windows + R to open Run.
• Type gpedit.msc and press Enter.
  

After opening Group Policy Editor, you can now make the necessary changes that you want.
