Windows 10: Why won't it let someone view a file without having an account?

HI! I am trying to share a folder for an upcoming event I have selected "Share link with anyone" and only the folder with pictures is accessible. The two documents within that same folder require a Microsoft account to view. I have made sure it's open to anyone but no such luck. I have created a social media toolkit for the event, and as it stands now, they can only access the photos, but the instructions on how to use them is locked despite the settings being the same for both. How do I set it up where anyone can view a word document without needing a Microsoft account to view?

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!
