Windows 10: Why wont some apps open unless ran as administrator?

So, I'm not having this issue, my friend is currently experiencing this.He built a custom-built PC, top of the line with latest hardware. Did a clean install of Windows 11 Pro. Unit is fully up to date in terms of drivers and Windows updates, as well as BIOS updates.Whenever he tries to open Microsoft Word or any office product normally by just clicking on the shortcut, it refuses to open. But if he right clicks and selects "run as administrator" it'll open immediately. Same thing with Corsair's iCue RGB software, as well as a few other select applications. His account is a Microsoft account,

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

I did that to no avail, then I ran WSReset.exe; now I'm good on all 3, Mail, Calendar and People! *Confused
Go figure!

I would suggest you to follow these steps and check if it helps:

Open an Administrator CMD window. If you can’t find a way, use these steps:

• Press CTRL+Shift+ESC to open Task Manager.
• Click File > Run New Task
• Make sure you have a check mark beside “Create this task with administrative privileges”
  
• Type CMD
• Type the following commands at the CMD prompt:
  
  dism /online /cleanup-image /restorehealth
  
  sfc /scannnow
