    Hi All, I am running Windows 11 and recently have run into some strange issues. For quite a few months I had noticed that I couldn't open a file by right clicking the task bar, instead windows explorer would restart task bar dissappears, then reappears. Then over the last few days it could have happened before now I'm not sure I've realised I can't access Settings, instead I get the cog then nothing. In trying to look into this issue I then realised that attempting to run the cmd prompt or any other app in administrator mode causes windows explorer to restart, as above. Any suggestions o

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    Issue with running programs as administrator

    Hi,

    Thank you for writing to Microsoft Community Forums.

    I understand how difficult it is, when the device won't work the way it should. For us to properly isolate your concern, we would like to know the following:

    1. Is your system connected to domain network?

    2. What is the error code or error message that you are getting, while running the .exe files on the ABC account?

    3. How may user account are there on the system?

    If it is not connected to any domain network, you can try the below steps:

    Method 1: Check the user account type and user account control settings:

    We need to check whether the ABC account is an admin or a standard account first. Log in to the DEC account, and perform the below steps:

    1. Press Windows key + R together to open Run command.

    2. Type netplwiz and press Enter.

    3. Double click on the ABC user account.

    4. Click on Group Membership.

    5. If the option Administrator is checked, proceed to the next step.

    6. If the option Standard is checked, make a check on Administrator.

    7. Click on Apply and OK.

    Sign out and sign in to the ABC account to make the changes effective. I'd also suggest you to modify when to be notified about changes to your computer and check:

    1. Click on Start icon.

    2. Type Control Panel and open it.

    3. Go to User Accounts > Change User Accounts Control settings.

    4. Low down the slider to Never Notify.

    5. Click on OK, and click on Yes.

    6. Restart the system and try running the .exe files.

    If the issue persists, follow method 2.

    Method 2: Create an administrator account and check:

    As the issue is account specific, I'd suggest you to create another administrator account, and check if the issue persists. Refer this article on

    Running programs as an administrator can be set checking the properties of the app it self. For us to isolate the issue, we would like to ask these questions:

    • Have you made any changes to your computer prior to this issue?
    • What is the exact error message are you getting? It is better if you could provide to us a screenshot.
    • What troubleshooting steps have you done so far?
