Windows 10: Wifi and cellular networks not showing

I will try to answer to the best of my ability but here we go. I am currently on mobile typing this. So for some reason I cannot see any wifi or cellular networks, the options do not appear in settings either. I am using a HP laptop and I think the problem might be with a driver disabled or something. May somebody pllease try to help? I can give more details if requested.

I have yet to find a location that has a Wifi or cellular network available. Is there a map that shows where available Wifi and cellular network locations are? Similar to the Skype Wifi map that shows where all the Skype hotspots are?

Wifi Networks not showing

On my Laptop if I wanted to change the wifi connection I would always see a list of the available networks when I selected the Wifi icon on the task bar.
Since the last major update to Windows 10 I find that when I select the wifi icon I only see the current connection





To see other networks within range I have to open the 'Network settings' and choose 'Show available networks' - then they show up.





Does anyone have any explanation for this - or possibly a 'fix' to show them all from the taskbar again.
