Windows 10: Wifi Not Operational

I have been troubleshooting the wifi system for my pc. I have replaced the wifi card and am having the same problems I was having with the original Wifi Card. I know that the PC can see it because it is listed in the hardware and connections. When I click on "View network properties" it shows , "Status: not operational" and "Connectivity: Disconnected".I can also find it in the Network Adapters file in the device manager but it is hidden. Any ideas what is going on? I have tried a lot of troubleshooting options, like checking BIOS and uninstalling, reinstalling, updating drivers etc. I do get

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

When will the wifi connectivity problems be solved?


OK, so the Windows 10 engineers bollixed up the wifi connectivity part of the operating system. Everybody knows that by now. It seems they are making some progress in resolving it. Now, instead of seeing "Secured, No Internet" on your list of wifi connections, you see "Connected, Secured" EXCEPT no webpages will load. So you really aren't connected. It does seem to be a step in the right direction. Does anybody know when they plan on a full and complete repair of this screw up of epic proportions?

 

Which low-profile cooler for i3-2100T?

Looking for a very silent cooler that fits on a tiny Zotac H67ITX WiFi in a tiny Antec ISK 310-150.

Please list a few if you know some.

Also, if you know of any heatsinks designed for passive operation, please suggest them too.
