Windows 10: wifi - windows 11 - periodically no longer available

I have a windows 11 computer, and am having an intermittent problem with Wi-Fi. Here are some specifics1. network gets forgotten intermittently. 2. network can find no signal other devices fine. 3. turn Wi-Fi off and can't turn it back on.4. Go to device manager and Wi-Fi is enabled.5. try to disable and enable the Wi-Fi card. the disable hangs and then eventually the computer crashes.6. once back up, I can enable the Wi-Fi card and then turn wifi back on in the toolbar and everything is fine.I suspect a corrupted program or a virus of some sort. Weak available wifi signals disappear

i require that i be able to see my neighbors wifi signal so i can geolocate, windows sees them when i first enable the wifi adapter, but after a period of time connected to my home wifi their weak signals disappear from the available network list.

i would like to find stop windows from eliminating the weak networks from the available list.

When it says it is refreshing the game list, it is checking, because NVIDIA periodically updates suggested settings. Plus it will look for those for new games you have installed.
