Windows 10: will a microsoft account be banned/deleted if its owner is under 13?

if microsoft finds out that a microsoft account owner is under 13, will their account be banned/deleted? from my understandings, microsoft does not allow people below 13 years old to create microsoft accounts.

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

Deleted account keeps reappearing

Is it still appearing no matter how you try to delete? I suggest you to follow the steps below to remove user account from your computer, and check if it helps. Try the ones you’re comfortable with.

Step 1: Steps to Remove a User Account in Settings

  Press Windows
  key, click on Settings.

  Family and other users.

  Select the user you want to delete under
  Other users and click on Remove.

  Accept the UAC (User Account Control) prompt.

  Select Delete account and data if you wish to delete account and the data and follow onscreen instructions.

Xbox account banned in 2012 thats linked to microsoft account

So back in 2012 my account was banned for unknown reasons and trying to get the ban looked at since it was banned before for gamerscore modification but that was a year or so before and nothing was changed since that period and the time the account was permanently
banned resulted in a copy paste response from XBLPET saying the ban was not in error even tho there was no modifications on the account let alone playing activity for 2 months prior to it getting permanent banned.

But back on track now is that since this xbox account is linked to my Microsoft account i cant use a lot of services such as groove music on my computer it just give me an error 0xc00d11cd (0x8015dc03) and cant sign in.

I was hoping that there would be someway to unlink my xbox account from my Microsoft account or even delete it since i dont plan or purchasing an xbox ever again after this experience.

If anyone could help with this i would highly appreciate it.
