This is the 3rd time you asked this question and the 3rd time you will get the same answer over and over again.

Plenty of AMD CPU's are on the Windows 11 support list, just not yours.

It's a free upgrade, Microsoft doesn't have to give any valid reason to exclude your cpu.

I'm sorry, you are viewing the wrong list. That is for Windows 10 and not for Windows 11. Ryzen 3 1300X is not on the list of Windows 11 supported AMD processors.

There has been no new announcement from Microsoft yet if they plan to add more processors to the list. I recommend reaching out to your Original Equipment Manufacturer as they will be able to provide you with information regarding any options you may have for upgrading your device's current processor.

You may need to consider using Windows 10 as it continues to be a great version of Windows. Microsoft is committed to supporting Windows 10 through October 14, 2025.
