Windows 10: Will Microsoft release the 2023-03-14 uefi dbx update for 1809 LTSC?

I see that KB5012170 is used to deploy the uefi dbx update to computers.However, when I look at the update catalog:https://www.catalog.update.microsoft.com/Search.aspx?q=KB5012170 I see that only the "1903 and later" versions of the update were "Last Updated" on 2023/04/11. The 1809 update was last updated 2022/08/09.1 Will Microsoft update the "2022-08 Security Update for Windows 10 Version 1809 for x64-based Systems KB5012170" with the new uefi dbx update?2 Or, will the "2022-08 Security Update for Windows 10 Version 21H2 for x64-based Systems KB5012170" version work with 1809 LTSC?

The description under step 3 seems to be incorrect:

Set-SecureBootUefi -Name dbx -ContentFilePath .\content.bin -SignedFilePath .\signature.p7 -Time 2010-03-06T19:17:21Z -AppendWrite'

It also does not describe how to determine again whether the problem has been fixed. When I re-check the changes using the following CmdLet, I always get a "true" result.

[System.Text.Encoding]::ASCII.GetString((Get-SecureBootUEFI db).bytes) -match 'Microsoft Corporation UEFI CA 2011'

Is the CommandLet in step 3 only an example? Which time stamp (-Time) do I have to use?

Steps 1-2 worked correctly.

I did not receive all updates on "patch Tuesday" for March 14, 2023. Was this the case for anyone else?

Only one update was released for Windows 10/11 on that day, the Quality Update. The March 2023 .NET Framework Security Update hasn't been released yet. But, as far as I know, the .NET Framework security updates don't necessarily release on Patch Tuesdays.
