Windows 10: Will resetting my pc fix the Windows Visual c++ issue?

Hello, I don’t really know about pc stuff. I need help. Whenever I want to play Steam Games, a box pops up saying “ the feature that you are trying to use is on a network resource that is unavailable”. I tried all the fix that some said on the community but it doesn’t work. Rn im resetting my pc, I’m just curious if it will fix that issue? Will resetting my pc fix it?

To check follow the steps:

• Type Default programs & select programs & features.
• Check if Microsoft visual c++ 2005 x86
  is installed.

If yes suggest you to uninstall & reinstall Microsoft visual c++ 2005 x86
& check if the issue persists.

If the issue persists I would suggest you to contact the game manufacturer.
