Windows 10: Win 10->11 upgrade error: 0xC1900101 - 0x20017 Installation failed during safe OS phase...

I am trying to upgrade Windows 10 to Windows 11 on my laptop. Specs:HP Envy x360 Convertible 15-ds1xxxProcessor AMD Ryzen 5 4500U with Radeon Graphics 2.38 GHzInstalled RAM 32.0 GB 31.4 GB usableSystem type 64-bit operating system, x64-based processorRegardless of whether I use Windows Update, Windows 11 Installation Assistant, or the Windows 11 ISO, the installation gets to 100% and reboots back into Windows 10 with the error message "0xC1900101 - 0x20017 Installation failed during safe OS phase with an error during boot operation".My understanding is that this is a driver error.

In-place upgrade from ISO failed in SAFE_OS Phase 0xc1900101-0x20017

I'm using a mounted ISO (created using MediaCreationTool21H2) to try to do an in-place upgrade (to try to fix a slow Windows Store issue). It's failing, and SetupDiag says:

Here are some things I've done:

• windows updates
• driver updates
• sfcscan
• dism
• unplugged all hardware except keyboard/mouse
• create a new local admin account from which to try

Looking at setupact.log, I can't see anything that stands out.

Any suggestions?

Did you try the list of quick fixes which include removal of third party AV.
