Windows 10: win 10 bottong up, but all peripherals inactive Inc monitor screen

For months now I've not been able to use my trusty old PC win 10.It appears to be going through the boot process.But none of the peripherals mouse, keys, external interfaces nor my monitor screen will fire up.It means I cannot troubleshoot, can't do normal or safe mode, nor use a bootable means of repair.Are there any ways I may be able to tackle this at all?It's really limiting my ability to study well without this PC's capabilities.

Will Win 10 work on non-touch screen or screens?

I need to upgrade three devices to Win 10. One is a single monitor touch screen and two are not. One that is not touch-screen has two monitors.

• Will Win 10 work on the single monitor non-touch-screen device?
• Will Win 10 work on the two-monitor non-touch non-touch device?

My workaround is to use PowerPoint Screen Recorder but this need additional screen capture.

The reason for Screen Recorder is Windows 10 Mouse Cursor for Office Menu item disappear when select Screen Capture App. It is cumbersome to show Tech Support what is selected on Office App on captured screen...
