    I have an older Dell Inspiron 11 3174 Laptop. It was turned off for awhile (about a year) because I bought a new Acer). I have decided to sell the Dell. Multiple problems ensued. First I was unable to do a reset or wipe, it started out fine, got to around 84 or 85% and stopped said that it failed to to reset and no changes were made. I tried two more times (I actually thought a faulty router was the problem, but it was not). So, new router - and new network adapter for said router - now I am back to installing A LOT of Windows updates, figured I would start there and just plug.


    So 4 days later I am stuck at Issue #1: Feature update to Windows 10, version 1903 shows a status of awaiting install. It has failed to install six, yes 6, times. I have tried to do the update through Settings >Windows Update and also through the standalone Windows 10 Upgrade Assistant. Either way, it will download, it might even install, BUT when it comes to the restart forget it, no dice. When I use the Windows Upgrade Assistant it goes all the way to 94% (twice) before failing. Through regular Windows update, on the restart screen I just see "Configuring Update" with a percentage and then another restart and nothing, back to regular sign in screen.


    I am not a computer expert by any means. All I have tried to do was what I cab sorta figure out on my own. I have run the Windows Update troubleshooter multiple times with no change or help. When the update failed to install with the standalone Windows Upgrae Assistant, it did give me a troubleshooting link to click on which brings me to the next set of issues.


    Issue #2: The troubleshooting link got me to the website https://support.microsoft.com/en-us/help/10587/windows-10-get-help-with-upgrade-installation-errors Help with Windows 10 Upgrade & Installation Errors. As I scroll through all the fixes and issues I land on #7 & #9. this is what I will try, right? Then when I type in my Command Prompt I am returned with the news that "Access denied as you do not have sufficient privileges. You have to involve this utility running in elevated mode. So, another search and another attempt to crack command prompt (I am the only person who uses this computer and yes, I AM the administrator - I checked in UAC). One answer I found stated to type "Run As Administrator" without quotes, after command prompt. Answer was "Run" is not recognized as an internal or external command, operable program or batch file.


    Now what? Any ideas? I am not going to pay someone to fix it as as it is it is only worth MAYBE a $100. Next stop target practice?

    My Microsoft account is up to date .... no extraneous antivirus.....

    Feature Update to Win 10 v1803 won't install

    I've tried all the recommendations I can find for solving a failure to have Feature Update to Win 10 v1803 including those provided by the Win 10 Troubleshooter without success even though I get to a "100% installed" position. The steps I've tried include
    following the 'Help' available by "typing NET HELPMSG2182". Does anyone have any other ideas I can try ?

    Recommend hardware changes for upgrading from Win-7 to Win-10

    I followed your suggestions (2nd Aug 19) for installing Win-10. Made the bootable flash drive successfully through the media creation tool. But when I attempted to upgrade and activate to Win-10 (64 bit) from within Win-7 (Pro-32 bit), I got the following error message:

    Error # OxC1900101-Ox20017. " The installation failed in the SAFE_OS phase with an error during BOOT operation"

    I read the diagnostics under this error number and carried out the proposed fixes, i.e. update Win-7, uninstall Malwarebyte antivirus, disconnect all external hardware, e.g. printer, scanner, external hard drives. I then tried to repeat the steps to do the upgrade through the Win-10 bootable flash drive as before. Got the same error message.
    Appreciate any further comments and suggestions as to (a) what does a failure in the SAFE_OS during boot operation mean, (b) what can I do to solve it. Is this anything to do with the hardware in my computer? I listed these in my first posting above.

    Intel E5200 Gets Updated, R0 Stepping Coming Up

    Intel's Pentium Dual-Core E5200 processor is getting on course for a specifications update. The chip will feature in a new, improved Wolfdale-2M core, spec'd out as the R0 stepping, from its current M0 stepping. The new stepping is intended to add new instructions, power-management features, and bring about changes in the chip-package. A short list of known changes is as follows:
    • CPUID changed from 10677 to 1067A
    • Power State Indicator (PSI) support with Intel 4 series chipsets
    • New instructions - XSAVE and XRSTOR
    • New S-spec and MM numbers
    • New halide-free chip package
    Due to the changed CPUID, users may require BIOS updates to detect the CPU. According to the company, E5200 R0 should be out by April 13.
