Windows 10: Win 10 Home 64 bit doesnt reboot after restart, doesn't power off after shutdown

Hi, I have a brand new fresh clean install of win 10 home 64 bit on an acer with AMD A8 CPU , 8GB RAM...

When I try to restart, th PC goes through the process and then shows the restarting windows, then screen turns blck but never actually boots.. I see the hard drive led not flickering after the restart...

I had a regular 2.5 sata hard disk drive and thought that it was the issue, so I bought a brand new samsbus evo ssd 1TB and installed fresh win 10 home.. still doing the same thing.

I tried safe mode reboot...

I tried to cycle power by unplugging couple times also did not help..

Similar thing happens when I try to shut down; t goes through the process then displays the shutting down window, then screen turns black, no drive led activity so LED is solid OFF, but I can still hear the fan running and the power led is still on.

64 bit Windows 10 1703 REBOOTS!

Well here is the current status.
First, the system no longer restarts after a shutdown. It has not happened in a while now, but after it has been on for 6 hours or so, it still reboots while browsing!

Also, it has updated to 1709 and there was no change.
I do have images and ran CLEAN BOOT with no improvement. When this happens I get this in the Event Viewer.



So, it was suggested that I next try Safe Mode with Networking, but should I undo the changes I made for Clean Boot first? Can this be something like Memory errors or would that not be a Kernal-Power issue?

Windows 10 started not powering off on shutdown or restarting

One of my laptops, the HP Elitebook 8460P with Windows 10 Creators Update, latest drivers and updates, started not power off on shutdown. It doesn't matter if I do a regular shutdown, Shift Shutdown, Restart, Safe Mode, "shutdown /s /t 0", it just goes through the steps and says shutting down services, then shutting down or restarting depending on which one I pick and does the bubbles in a circle and the mouse cursor still works and that's it. I have to hold down the power button to force it to turn off. Nothing shows up in the Event Viewer, I tried SFC & DISM /Restorehealth, chkdsk, and they all come up clean. I tried disabling Fast Boot and hibernation, and unplugging it and removing the battery and holding down the power button. There are no other devices connected to this laptop and it is the same hardware that it has had for over two years. I tried to rollback and then disabling the Intel Management Engine that I saw some people suggested, but there is no difference. There are no blue screens, no errors, nothing logged in Event Viewer, all hardware passes diagnostics, and everything else works just fine and it boots up quickly.

Any help on fixing this would be appreciated.

 

Can`t Upgrade 32-bit to 64-bit Windows 10

I tried upgrading my notebook/tablet pc from 32-bit to 64-bit windows 10. But it won`t boot from my usb. I checked if its compatible and followed the steps, but I didn`t get the windows "install now" option.
