Windows 10: win 10 migrate plan

i have Win 10 OEM on a Dell XPS 8300 which is no longer supported..i have a WDC 1TB HDD and just added another identical.i want to create the second HDD identical to the first so i can easily switch if the first HDD fails.SMART shows 5 raw clusters in the pending count and all clone attempts fail.i have my identical OS 22h2 on a bootable USB. The way to reclaim the first HDD is to format it.i plan to use 4DDig Parameter Manager to migrate the OS off the C: drive to the I: drive then boot from the I: drive now c: and format the old C: drive..if all goes well i can then clone the new C: back to

migrate(easiest) or reinstall win 10 pro on ssd...?

I had win 81 pro and upgraded to 10 pro... hdd...

Now plan to migrate to ssd... what is best...?
