win 10 moving subdirectories up one level

I have the following directory structure:

    c:/maindirectory/level1/level2

subdirectories level1 and level2 each have lots of large files, I want to keep all those files but end up with c::/maindirectory holding all of them.

I can accomplish my goal by doing lots of copying, which I want to avoid.

Is there some "internal command" to accomplish my goal without copyingany files?

    :)

    does file history include subdirectories?

Does Win 10 File History backup feature automatically include all subdirectories of folders that are added to the include list?

That is, if I specify c:\users\username, will all subdirectories under c:\users\username automatically get backed up? Or do I have to manually add each subdirectory?

win 10 moving subdirectories up one level

Failed to build the list of regular subdirectories

I am trying to restore my Documents to its default location from one of the volumes and getting this when I hit "Restore Default".

Failed to build the list of regular subdirectories under "I:\System Volume Information".
    Access is defied.

It is a permissions thing, but when I check under "Your info", it says "Local account / administrator".
Why is everything so complicated and confusing under Win10?
