Windows 10: Win 10 PC is often unresponsive, shows 100% CPU when everything is 0%.

Hello!

I upgraded my PC from Win 7 to 10 about a year ago and it was working fine until around July. Since then my PC has been becoming unresponsive and started 'crashing'. Usually this happens after I open or close games, if I open Chrome, or sometimes just randomly on startup. If I'm quick enough to open task manager before it crashes then it shows that I'm at 100% CPU but everything just says 0%.

• My Local disk is getting very full with 13 GB left of 148 GB, but I don't know if it's causing any issues. I have no idea what's taking up all the space since I moved everything to a different hard drive.
• I turned off any "Open on computer startup" options for any apps I have and the only one I still have up is for Discord.
• The only overlay I have enabled is the Xbox one where you press Win+G, and the steam one while in game.
• Usually when I only have Discord and Chrome up my CPU should be at around 5-13%.
• I have already scanned for viruses with nothing turning up.
• I think currently the only third-party driver I have downloaded is an XP-PEN tablet driver.
• Current specs are Intel(R) Core(TM) i5-2300 CPU @ 2.80GHz with 16GB installed RAM (I don't know what any of that means ahah, my apologies).
• Current OS build is 18363.1256

I've seen quite a few people have the same problem as me but they've all been either ignored or been given advice that doesn't work.

If anyone could help me I would be so happy since this problem has been getting worse and worse. Please feel free to ask any questions. Thank you guys!

100%cpu, 0%Disk!

Hello, im posting this via phone,  my laptop went crazy 2day!  Lately it start lagging, so i had to restart it, but what happened is it doesnt want to work anymore! I hold on power switch to shut it down, then i tried to turn on, same problem,
i repeated this maybe 5times till it start and i could enter to win. Now  it is extremely laggy, cannot open Start menue, or open Edge to post the problem, see the picture i attach pls, how ican solve this problem?*i can only run cmd and RUN, nothing
else * cannot attach photo via phone* just imagine Task Manager opened, 100% at CPU, while all process are 0% cpu use, idk from where it get 100%, also 0%Disk, 0%Network, 12%Memory (4gb ram).

Hi,

I've been searching the forums to find a solution to my problem - my CPU is always running at 100%. It's strange because I've never not seen my CPU run at 100% (it's always at 100%). If I close any program, then others supposedly instantly absorb the freed
up CPU.

I can close everything heavyweight. If I do so, then I end up with a long list of maybe 100 standard processes that reportedly each use 0% cpu. Yet, my total cpu reads as 100%.

It seems to be a glitch with task manager reading the CPU. But just to cover all fields: Superfetch is disabled and my power management is set to balanced.

I tried each but it's still the same.

CPU 0 is a bit hot 59c the other 7 are low 45c so It's just because CPU 0 is the one running at 100%.

I might attempt the thermal paste but I want to try everything else first - which I may have done now. I doubt it's the thermal paste as the CPU is not hot overall.
