Windows 10: Win 10 Pro, Office 19 replacement on refurbished PC

My personal desktop PC, a refurbished Dell Optiplex 3020 running Win 10 Pro, has been inadvertently corrupted by my employer pushing Group Policy to it; and I've been told that I need to reinstall the OS. The process for reinstalling Windows 10 Enterprise directs me to the Volume Licensing Service Center, which appears oriented

MICROSOFT WINDOWS FOR REFURBISHED PCs

I have a refurbished PC that I had to replaced the hard drive in . Will the keys that came with it activate a new install of windows 10 made with the creation tool? The instructions that came with the PC says the key on the license sticker will only work
with Microsoft Windows for Refurbished PCs. The sticker with the key # says Microsoft windows 10 Pro for Refurbished PCs.

Dear Microsoft Community

I have just upgraded to a Rizen 1600 PC

I want to deregister my existing Win 10 Pro and MS Office Pro and activate it on my new PC.

1. The old PC is no longer in use

2. The old PC's SSD drive, where Win 10 and Office were installed is now on the new PC

3. I bought and paid for my Win 10 and Office and have the original licence details

4. The current PC has Win 10 Home basic installed.

How do I activate Win 10 Pro and MS Office Pro on the new PC?
