Windows 10: Win 10 reset stuck at 17% & now hangs at Samsung Logo

hello.
brand new here with no issues other than the header.

i was resetting windows 10 home as i "was selling said laptop" and it hung at 17% and proceeded to stay there for around 7 hours. i restarted the machine and its now stuck at the Samsung logo. i can get into the BIOS but im not a tech. is there a setting i may access to set me on my way or is my motherboard most likely dead or dying?
i downloaded iso of win 10 from the windows site to usb flash and dvd but par for course, its not reading from either media.

any help at all is greatly appreciated.

heres the system as i know it minus the motherboard as best buy upgraded it while under warranty and didn't forward documentation for new board.

Same for me, I hate having to crash the computer to get it to boot right second time... HELP!!!

 

When I got my first Samsung laptop I took a while to get the hang of booting from a USB or DVD. The trick is to go into the Bios and change the boot order so that the USB and DVD appear before the HDD in the boot priority. At boot it then checks each boot device in turn and, if bootable media is found on USB or DVD it says something like 'press any key to boot from this...'. If no media is found (or you don't press a key when it is) then it checks the next in the list, ending up with the HDD which it will boot from without further prompting.

In your case you want to move the USB and DVD higher than the HDD.
